You can read the full text of the address here.  Lots of attention to the economy, loop feedback on the Putin call for new architectures for Russia to have more power, and some interesting framing of the war in Georgia.  With regard to the withdrawal of the missile shield plan:  “…a constructive step in the right direction, one that deserves a positive response from the international community. Russia is prepared to engage in a thorough discussion of the US proposals and relevant Russia’s initiatives regarding cooperation in this area to reach generally acceptable arrangements.“  Also near the end, perhaps a small shot toward Iranian holocaust denial?

    Hah – he tries to equate Ahmedinajad’s Holocaust denial with the WWII revisionism of Central/Eastern Europe. Brilliant…
