Energy Blast – March 2nd, 2009

Dmitry Medvedev says he will present a new energy charter at the G20 next month, designed to guard against disputes such as its row with Ukraine.  Spanish builder Sacyr has discussed selling its 20% stake in oil giant Repsol to Russia’s LUKoil, and Dmitry Medvedev is positive about potential prospects.  China National Petroleum Corp. and Russia’s Rosneft may start building a long-delayed $3 billion refinery in the northern China next year.  Rosneft says its proven oil reserves declined 33.4% year-on-year in 2008, but reports a slight increase in proven hydrocarbon reserves.  Eni is competing with Nippon Oil of Japan and Spain’s Repsol to help develop southern Iraq’s Nassiriya oilfield, and says it hopes to be the first international company to work there.
