Is China on track with its efforts to reduce energy usage?  In an article published in a German newspaper, Prime Minister Vladimir Putin expresses reservations about potential risks posed by the EU’s third energy package, including ‘a deficit of energy resources‘.  Gazprom has lowered the value of its investment program so that it corresponds to gas demand.  A joint accord between Russia and Venezuela on building a nuclear reactor explains that it will not be used for ‘any military objective.  A Shell pipeline running from Louisiana to Texas is running a reduced operation after a leak last week.  A new contracting model could be Mexico’s first step toward opening up its oil industry to foreign companies.  The Economist has some predictions on global energy demands for 2011, and a chart of oil prices since 2007.
