In France, President Dmitry Medvedev is urging French investors to help Russia modernize its economy.  Medvedev has submitted a series of changes for the Criminal Code on economic crimes: remove the article on false entrepreneurship, reduce prison terms for money laundering, and increase the threshold for economic crimes to be treated as major.  Information on the auctioning of state property will soon be available on the internet.  Nissan has high hopes that its partnership with Renault and AvtoVAZ could win as much as 40% of the Russian car market by 2014-15.  Evraz has won back its licence to the Mezhegei coal field with a $31.7 million bid at a government auction.  A new law prevents Russian businesses from forming their own security departments.
